Instead of destructively clearing the current chat, "new chat" button opens a new tab instead. Requires support in @appland/components
This change drops a lot of old behavior including language analysis, project setup milestones, system tests, java run configs.
It has some minor issues. It's an easy fix, but not worth holding up the release for.
